Education Emergency Advance Payments
Starting in the fourth quarter of last year we began issuing emergency payments to veterans who had not yet received any payments under their GI Bill. These payments were intended to be an advance on payments to be made later once their education claims were processed. This program is still in effect; however, it has become apparent that there is some misunderstanding regarding who is eligible to receive these payments. I have listed some specific requirements and issues below.
- Only Veterans are eligible. Active duty members, spouses, and children are Not eligible under any circumstances.
- The eligible veteran must be currently enrolled in and pursuing their education program. We do not issue these emergency advance payments for a future enrollment period even if they are already registered for that term.
- The eligible veteran must be at least 30 days into his/her current enrollment period. We do not issue these emergency advance payments at the beginning of that enrollment period.
- VA will only issue One emergency advance payment to each veteran. If the veteran received an emergency advance payment for the Fall 2009 term, then that person is no longer eligible for any further emergency advance payments.
- If the veteran is in receipt of any GI Bill payments for their enrollment, or even the immediately preceding enrollment period since 8/1/09, (s)he is not eligible for the emergency advance payment.
Also, when we check a veteran’s enrollment status and find that his/her enrollment has been processed and payment is going to be made to that veteran within the next few days, we will not authorize an emergency advance payment.
