Our College Campus

Parking Enforcement Responsibilities. Vehicle code parking violations, as well as handicapped and fire lane violations, will be enforced by Campus and Public Safety (CPS) and/or Chicago Heights Police Department (CHPD). Citations issued by CHPD will be handled in accordance with their authority, policies, and procedures. Violations of Prairie State College parking regulations will be enforced by the Campus and Public Safety Department.

Parking Registration. All vehicles parked in Lots A and C are required to display a valid Prairie State College Parking Permit unless parked in a designated short-term parking area. Parking Lot D is designated Business Community Education Center (BCEC) event and visitor parking. Temporary short-term parking is provided for a maximum of one hour in the designated spaces of the Circle Drive east of the Campus main entrance. Permits are issued to specific individuals and are not transferable. Permit holders are responsible for compliance with all parking regulations and any fines assessed. Parking Lot E, north of Vollmer Road, is an open lot and parking without a permit is authorized except in designated spaces. Lot B is for designated College officials ONLY. The Child Care Center parking lot is for employee's displaying a RED permit only.

Obtaining a Permit. Permits are issued each academic year. Renewal is not required and permits are not transferable. Permits may be obtained through the Campus and Public Safety Office, Room 1102, or during registration at the Identification Card Station. Documents needed to register vehicles: 1) Student Identification and Class schedule, 2) completed PSC Vehicle Registration card (obtainable outside of Room 1102).There is no fee for the first sticker. Replacement stickers and second vehicle stickers are $5.00. Fees must first be paid at the Cashier's Office.

A valid Prairie State College Identification Card is needed to obtain an annual permit. Visitor permits are issued at the Information Center, the BCEC Office and the Campus and Public Safety Office. Faculty, staff, and students needing a temporary replacement may obtain a temporary permit at the Campus and Public Safety Office.

Display of Permit. Permits (decals) will be displayed on the drivers side, upper left, rear window of the vehicle. Temporary permits will be placed on the drivers side front dashboard just above the VIN plate (do not cover the Vehicle Identification Number).

PERMIT TYPES:

Student. Student permits are issued to both full-and-part-time students enrolled in the current semester. Students must be currently enrolled for a permit to be issued. A vehicle displaying a student permit is allowed to park in lots, A and C. This permit is not valid for designated short term, faculty/staff, visitor, special reserved and VIP parking spaces. A valid ID is required to obtain a permit

Faculty and Staff. Faculty and Staff permits are issued to all full-and part-time faculty and staff at no charge. A vehicle displaying this permit is allowed to park in the designated faculty/staff parking spaces in Lot A. A valid PSC Id is required to obtain a permit.

VIP. VIP permits are issued with the approval of the College President or the Vice President of Business & Information Services. A VIP permit is permanent and no renewal is required. A vehicle displaying a VIP permit is authorized to park in designated VIP places and all reserved places along with those authorize for students, faculty, and staff, excluding places designated as handicapped.

Handicapped. Handicapped placards/license plates are issued by the Illinois Secretary of State and must be displayed to park in the designated handicapped places.

PARKING CITATIONS

Campus and Public Safety Officers are authorized to issue parking citations for the violations listed below. Officers may issue warnings as appropriate.

Violations and fines. A $15 fine will be assessed for the following violations:
  • No PSC Permit in Permit Lots, A and C
  • Blocking Driveway/Intersection/Lane
  • Parking Outside Yellow/White Lines
  • Unauthorized parking in loading service area
  • Parking Overnight without a Permit
  • Parking on Grass/ Sidewalks/Trails

Parking in a Handicapped space and not displaying a placard or license plate is a $100 violation for Campus and Public Safety or $200 if issued by CHPD.

Payment of fines. Violators have 10 business days from the date of violation to pay the fine at the Cashier's Office or by U. S. Mail. A $5.00 late penalty will be added for late payments. Failure to pay a fine will result in a hold being placed on student records until the fine is paid.

Parking Appeals. A parking violation may be appealed by forwarding a written appeal to the Prairie State College Parking Appeals Committee. An appeal form is available at the Campus and Public Safety Office and Information Center. The appeal will be reviewed by the Appeals Committee. The Committee can (1) declare no violation or (2) sustain the violation. If the violation is sustained, the violator will have 10 days from the date of the notification to pay the fine. The $5.00 late penalty will not be assessed if: the appeal is received within ten days; the violation is sustained and the fine is paid in 10 days. If the committee declares no violation, the citation is considered dismissed.
